Natalie Birnbaum, Esq. is the founding attorney of Repro Solutions PC, bringing over a decade of experience at the intersection of abortion healthcare, regulatory compliance, and civil litigation. A healthcare attorney, policy strategist, and legal compliance expert, she works at the forefront of digital health innovation and reproductive rights — counseling startups, telehealth platforms, healthcare providers, and clinics navigating the most complex terrain in healthcare law.
Natalie's practice centers on high-stakes regulatory compliance and transactional healthcare law. Her expertise spans Corporate Practice of Medicine (CPOM) prohibitions, Anti-Kickback Statute and Stark Law, HIPAA, and state privacy frameworks, and the structuring of compliant PC/MSO models — giving clients the confidence to build and operate in a heavily regulated industry.
Alongside her private practice, Natalie serves as State Legal and Policy Director at RHITES, where she advances equitable telehealth policy at the state level. She is a nationally recognized advocate for reproductive rights, having successfully championed the passage of landmark Shield Laws in New York and California. Her Shield Law work extends to enforcement: she interfaces with healthcare providers, hospitals, abortion funds, governmental agencies, and law enforcement; evaluates incoming legal notices; leads and participates in enforcement actions, litigation, and settlement negotiations; and collaborates on multistate coordination efforts and legislative strategy related to legally protected healthcare.
Natalie began her career as a litigator at Stroock, Stroock & Lavan (Am Law 100), where she authored legislative policy and amicus briefs — including co-authoring a pivotal brief on behalf of reproductive justice organizations in Dobbs at the Fifth Circuit. She is Co-founder and President of the Sexual Health and Reproductive Rights Bar Association (SHRRBA) and co-chairs the New York City Bar Association's Sex & Law Committee.
Her commentary has appeared in The New York Times, Vogue, NPR, and The Washington Post. She is a frequent contributor to the American Health Law Association and Law360.
